High Court Enforcement Officer's powers & rights of entry

  • HCEOs do not need to be certificated because they do not handle public money

  • They do not need to be licensed for consumer credit
  • They only need to satisfy the conditions in Regulation 4 of the HCEO Regulations 2004
  • They cannot return to break and enter your property
  • If you don't let them in, they cannot seize goods and cannot charge you any fees or costs are payable for distress
  • They can levy on your vehicle parked outside (but not if it on finance, has driving school or taxi livery on it) - otherwise, their powers are the same as a common debt collector
  • They don't need to send a warning letter before they visit
